Outcome of final feedback period on proposed changes to the Actuaries’ Code

24 July 2025

Following careful review of all submissions, Regulatory Board has concluded that issues raised in the final feedback period on proposed changes to the Actuaries’ Code and supporting guidance do not amount to ‘fatal flaws’.

This concludes an extensive consultation process with members, employers, and other stakeholders.

Changes to the Actuaries’ Code and guidance

On 18 March 2025, Regulatory Board confirmed its decision to proceed with certain changes to the Actuaries’ Code (Code) and existing Code Guidance.

The decision to proceed with changes to the Code and guidance follows a period of extensive engagement with members, employers, and other stakeholders, including two full formal consultations in 2023 and 2024.

Following the decision to proceed with only some of the proposed changes to the Code and existing Code guidance in March 2025, Regulatory Board considered it appropriate to undertake an eight-week final feedback period, where members, employers and other stakeholders could highlight any significant objections to the changes.

Final feedback period outcome

The eight-week final feedback period closed on 13 May 2025. The Regulatory Board considered each of the objections raised during the feedback period, ultimately concluding that none of the points raised amount to “fatal flaws”.

Therefore, the Regulatory Board concluded that no further revision or review of the proposed changes were necessary at this stage.

This means that changes to the Code and existing Code guidance will now come into effect on 25 September 2025.

Implementation of changes to the Actuaries’ Code

To ensure members, employers and stakeholders have sufficient time to familiarise themselves with the changes, the revised Code and Code Guidance will come into effect on 25 September 2025.

The IFoA will provide a range of support to help members understand the new requirements, including a webinar and other materials prior to implementation.
